Given the US DFC (US Govt) is driving the project as the main lender for Phase 2 I'd guess given the geopolitics of helium they'd prefer a large capable US oem for the Phase 2 plant. I had been thinking Linde as a possible phase 2 supplier or Air Liquide but neither are US companies I think so it could end up being a US company like Air Products who also make iso containers under Gardner who knows
Phase 2 is to be powered by waste gas I think so power savings with faster cooling arent too important but being quicker to cool would be great if such new technology being developed in the US by NIST can be incorporated
