A "national" policy is un achievable when one state and one territory are not, and highly unlikely to be ever connected to the "national" grid. Power generation is the responsibility of individual states/territories
Western society has been able to achieve its current position because of abundant, cheap and reliable electricity. Exactly what India and China are enacting at the moment.
Moving to any level of renewables without fossil fuelled baseload is economic suicide. We will see that in Vic and SA in the near term.
