Hornsdale Power Reserve makes the vast bulk of its earnings from FCAS not from bulk delivery of energy. Essentially they bid to provide short bursts of supply or load in order to correct frequency error. This is not an essential service standalone. Other types of generation used to do this at no extra cost.
