Various countries can carry the renewable 'load' and reduce coal if they have other baseload power - hydro, nuclear, cheap gas. At a cost but a lesser one.
This IMO is why Australia is the anomaly on the graph as geology (little hydro) and green tape/tax has neutered all three.
