another issue with this grant is that it is for major renovations - that is, renovations that would require a DA. If you haven’t started that process yet, then you may not have it all done by Dec (which is when the contracts need to be signed by for this grant to be paid). Who signs a building contract without a DA being finalised?
so unless you have everything ready to go now, or you are already in the DA process, then I dare say this grant won’t happen for you.
