Never rent to people on Gov funded bonds, they will smash the place because they have nothing to loose.

Not so sure about your blacklist comment - everyone needs somewhere to live and someone to give them a chance at the start. I agree some of them don't clean up after themselves as much as I would like. The majority do do the right thing though. I also don't share your point of view about gov't bonds as the majority of my tenants have them and they are no problems. Reality is you don't know what you are going to get with many tenants - they can be good for so long then all of a sudden something in their lives changes and they go off of the rails.
