In previous generations new infrastructure was paid progressively over ones life via rates and other taxes. Now it's all up front. This is one reason why land has risen so high so quickly. Removal of these upfront taxes would reduce the cost of developments significantly.
We need massive rezoning and land releases if we are to drop the cost significantly.
