What needs to happen is there should be stronger laws that allow landlords to get rid of these bad tenants and more easily recover money for damages/lost rent. After all a tenant can just up and leave without paying rent and even damaging a property and landlords have little recourse as it is not worth the time/money to track them down as you can't get blood from a stone. Then you have the other situation where a tenant has done the wrong thing i.e. damaged the property or stopped paying rent and they won't leave - you then have to go via the long drawn out process of getting them evicted.
