I agree there won't be huge falls. The point was more so that we aren't going to see the huge increases that some bulls have been talking up...
The other thing to keep in mind is that any fall in rent is unlikely to come during a lease, e.g. your landlord isn't necessarily going to say 'you've been a good tenant, I'm giving you 5% off for the next lease term', the more likely scenario where rents fall are in between tenants as the landlord tries to secure a new one.
So I think it would be a mistake for tenants to expect their rent to fall, but in my opinion most can look forward to only small increases (assuming we see recession as I expect).
