Actually, whether they suffered is relevant. It was meant as an aid for people to "keep jobs" in the downturn as per its name, and why it had criteria attached for eligibility. The fact it was poorly framed policy in hindsight isn't the issue.
It wasn't a free grant to any business just for them to operate, which is why most businesses didn't get it.
