i think Fisher from CXU touched on this point - Cook is a new premier; hasnt won an election yet; only there because he did a deal with the unions after the old popular chap McGowan left at short notice. Cook is having a small brawl with the Left already on removing the ban on export of gas; but uranium would be too big a brawl until he grows some balls by winning an election. So after the election; an empowered premier; much higher chance.
