He seems to say its two things: 1) The permitted mining plan changed significantly after getting the approvals, so they would have had to seek amendments anyway. 2) They couldn't dig a hole (like VMY did) because Uranium starts at surface and that was somehow a disfunctional step for TOE to show substantial commencement.
IMO, his answer is weak, and just one more reason the guy needs to get replaced. Anyone got Mike Young's number?
