    Realistically, being able to run conduit/cables through the cores is a much more elegant solution than routing. This seems like a case of FBR being shown a simpler solution by the brick maker midway through the dev process and FBR taking that on board. Plus it will cut bricklaying time for the HX and reduce consumables (no router bits). Being able to modify and improve your process is a positive sign IMO. I really don't see the big deal.
