This was either deliberate deception or someone doesnt know there job.
On the contrary MattryAS there doing their job. Many a time in bidding contracts, suppliers & sub-contractors to are bidding for a slice of the pie. And it would be no different in PEN's case, all & sundry will want to be part of the spoils in one form or other - talking big bucks here for contractors & sub-contractors alike i.e. the food chain.
It's all about working it to get the best valued price without compromisation.
