I think they will have trouble not approving it all because there is already an approved mine there. I think the government is likely to(and i am not sure of the legalities of this) mandate that Mitsubishi make the existing jetty and infrastructure available.From what i have read on this site some time back,the jetty is owned by the state and is leased to Mitsubishi.
