People on the ground is easy in relation to roll-out in the stores and handling displays, its not a great expense and ensures quality feedback as well as maintaining product displays.

Most of what you see is not done by Wollies/Coles etc its handles by Reps. Only the Big boys use dedicated Reps these days - and even those make use of casuals that handle multiple brands. In Australia it is common form some Merchandisers to only work about 1 day a week for a particular brand - split over hours a day to service specific stores.
