    another snippet- At its press conference of 20 September 2016 on oil contracts signed by the State of Senegal, Prime Minister Mouhamed Boun Abdalah DIONNE told us that in 2015, for non-compliance with work commitments, the State of Senegal had canceled three (3) research contracts including that of Frank Timis' African Petroleum (AP) for the Deep Rufisque Bloc. If we follow the logic of the Prime Minister, African Petroleum no longer has a share in the Rufisque Deep Offshore block when the contract that binds it to the PM is broken? So Frank Timis's African Petroleum no longer operates in the Deep Rufisque bloc. How is it possible that a company with whom the state has broken can keep its shares until they are sold?

    It should be remembered that the hydrocarbon production research and sharing agreement between African Petroleum Senegal Limited and Petrosen was signed on October 25, 2011. It was approved by decree n ° 2011-1824 of November 10, 2011 by The President of the Republic Abdoulaye Wade and against signed by Prime Minister Souleymane Ndéné Ndiaye.

".
    The same area was provided for by Decree No. 2011-1808 of 2 November 2011. In the same communique it is mentioned that "The second area is a cooperation agreement with Petrosen and the Ministry of Energy and Renewable Energies of the Republic of Senegal, under which Total will carry out a study of the very deep sea zone, In order to determine the exploration potential and become an operator of an exploration block ".
