No, 8.5" is the standard drill bit size. 9 5/8" is the standard casing size. With the 12.25" inch being the drill bit size for the hole that the 9 5/8" casing goes in.
Drilling can be faster in overpressurized zones, so that could be optimistic answer to why the drilling is going so fast.
