    I read the RBA report and to me that indicates that those who are not ready for the change need to be ready by Oct 1 2008. This does NOT apply to CUS who are ready (or as near as) now. Therefore I read it to mean that CUS can start now not Oct 1 2008.
    This is a major regulatory hurdle overcome and frees up CUS to pursue their goal of dynamic charging.
