wild bill, where did you read that expats would be shipped to Togo to run that operation? the whole basis of the tender proposal is to synergise with the local communities and increase the local economy. the jobs would go to locals. management and technical expertise would be expat based, but we have expats working in Iraq and Afghanistan as civilians, there's always someone willing to do the job
