well based on construction costs + salaries and outgoings it doesn't take a genius to workout the current funds in bank wont last long and money has to come from somewhere, maybe if they spent the money raised on lotto tickets or scratchies they may have had more of a return and higher chances than completing the plant :) ... as far as I can see that is
