An option might be to offer the Nifty plant to IGO (or anyone) for $1 and if they are not interested, do a CR to shut the plant down permanently and rehabilitate the site. Possibly IGO would want the plant kept open in case they find anything.
I don't see much point keeping the plant on care and maintenance indefinitely.
