Probably just the usual - we got a hint of news by and it April, people speculate it might be good, and time had elapsed in its natural way so not much left of April.
Why people think news regarding "issues" causing the DFS to be delayed an unknown amount of time could be good, escapes me. Sure, it'll be sugar coated and packaged that way.
And even disregarding this, why people still believe news are likely to arrive still in April despite repeated evidence of these promises not being reliable to the point of basically meaning the opposite...
Anyhow, this might turn out to be a mini-bubble.
