    You may be right, but my guess is that they can't say definitely that funding is coming in case they miss the mark again and piss everyone off.
    "significantly advanced in Q1 2023" still indicates significant move in the right direction, at the moment we have none but the word significant could also be interpreted as a smaller amount of funding to get the ball rolling again. Would be nice to wake up one morning and be pleasantly surprised. my opinion only.
