The Frontier Research Center for Global Change (FRCGC) and Climate Variations Research Program of Japan Agency for Marine-Earth Science and Technology (JAMSTEC) are predicting a positive Indian Ocean Dipole developing in our late winter which is bad news for Australia. A negative Indian Ocean Dipole is what brings rain from the Indian ocean across Australia. A positive Dipole delivers that rain to parts of Africa and India.
The organisations named above were the ones who identified the IOD in 1999 and began last year to reliably predict the IOD events much earlier than previously possible.
