Reading through that whitepaper it doesn't take a great leap to figure out exactly what service Iqvia provides, before even visiting their website.
Interesting to see the different considerations and scenarios laid out here, but they're definitely talking their own book a little (a lot) and doing their best to lead readers towards #4 being a pretty wonderful scenario.
