I can add some information and opinion to this debate.
Indosat have a primary OTT partner at present with HOOQ who stream out of Singapore on a Norwegian sourced Vimont OTT platform that has both live and VOD streaming capabilities. Currently it is mainly streaming VOD assets but they do stream near-live 30 second delay events.
FIFA who oversee all World Cup Rights to broadcast the event place on Wikipedia a post with links back to FIFA who in which region have the rights to their upcoming June 2018 event.

In Indonesia there are several parties such as Transmedia who have secured the rights but they are not familiar to myself. I cannot find Indosat directly on the Wikipedia or FIFA links but they may own a subsidiary such as TransMedia or one of the entities mentioned who do?
Our company enters markets which get the English Premier League(EPL) and World Cup soccer broadcast rights as we offer as a complementary user experience via a Daily Fantasy Sports soccer social gaming platform to engage TV or mobile watching fans, and which enables a bundled package to be offered.
We are active in the region communicating with OTT players like ASTRO and others who have the EPL Rights and whom we attempt to partner and align with to bring DFS into that region. I asked about TV2U and found directly out that indeed TV2U are alleged to be attempting a Proof Of Concept live streaming experience with Imdosat for this June World Cup event.
It appears to be like the LEMMONS concert streaming example they mentioned from January in terms of it being an attempt to prove capability and so advance a business case to be fully commercially engaged moving forward after a successful World Cup event trial. They are trying to get the demo up and running by end of April so I assume some sort of announcement will eventuate in the next month around this.
FIFA has in the past had a big problem with illegal streaming of FIFA World Cup events inside Indonesia. FIFA work hard to police content streaming rights and actively pull down illegal streaming sites through ISP enforcement measures as they detect breaches.
TV2U had a bad experience with BV Sports in Indonesia in 2013 when they sought to do what they are attempting to do now and then found out to their horror that BV Sports did not the content rights to the FIFA World Cup then. Real early investors into TV2U will remember that one of the early demo streams that Nick would flash to potential investors from his tablet ot mobile phone was content branded as BV Sports.
I personally believe that TV2U will use some of its new funding to close out this opportunity. I have long argued they needed about $1.5 million for a decent content catalogue so I personally believe that is where this raised money will be also spent and finally now they have the key technical and content pieces able to be secured.
The trick for a point of difference with competitors is the ability to get live content rights as most VOD content catalogues are not easily differentiated, and only new premium content from Hollywood, regional/local content, or proprietry series like HBO and Netflix produce for their audiences tend to make impressions on fickle consumers.
Investors IMO should watch to see which mix of that sort of content TV2U is able to secure as that IMO will drive the overall subscription takeup and sticky retention of whover does take up its service.
