They make money from advertising, not from telecasting or streaming the World Cup as the matches can can be watched by various means for free. In fact, they may make more money from advertising than from subscription fees.
Transmedia's TransTV will live telecast all matches and their highlights. They have been advertising for weeks (http://www.transtv.co.id/). They will transmit on TV for free. However, since their channels are also available on the web, one can watch them on mobile or tablet via browser (not an app).
UseeTV (http://www.useetv.com/), another who obtained WC rights in Indonesia, will be telecasting the World Cup on TV and streaming on mobile and tablet via apps. They will probably also stream on their YouTube channel in association with Telecom Indonesia (who is offering the service on their network for mobile and YouTube).
