Countries have already stated they will not be pulling out of the world cup . If they did FIFA has already stated that they would be replaced, no country is going to give up there position in a world cup worth a lot of money to them.
It would take a combined effort of all countries in the world competing and not competing to say that they won't attend Russia before it would be moved this late, and that is not going to happen.
