What purpose would it serve to update terms and conditions? These are only necessary if the product was about to go live and therefore you need real terms and conditions. You wouldn't waste time doing that if you were still pitching and hoping your product gets across the line. I can't think of any other reason why anyone would spend time updating legal T&C except to prepare for an imminent launch.
