Some things may be out of TV2U's control, like when Indosat decides to sign (processing the paperwork through admin can be a challenging experience). Legals may also be still negotiating T&Cs for all we know. Indosat may be expecting some final delivery from TV2U before signing (big companies are always weary when dealing with small ones and ask for all sort of guarantees, escrow, etc). Hard to say. TV2U has always underestimated the time it takes to do things. The only thing for certain is that when the contract is signed TV2U has to announce it. They can't sit on it and wait for an 'appropriate' time to do it.
