Authority to Operate being granted across the VA network.
Not sure how the Philips partnership comes into play, but it's my understanding that 4DX need their ATO, before they can start scanning across the VA, and therefore before they get a deal on the VA.
It might be the case that they work under Philips ATO, not sure.
