Yep, "mines de fer" are (old) "iron mines" - so small scale using probably old hand held tools.
Localite importante simply means (important) town.
Not sure about these old mines being DMM tenements if they're stating 20-30km from railway though. Nothing conclusive here IMO but highly suggestive that a lot of surface iron around this area and therefore also likely on DMM tenements.
