banks have to answer to their owners - their shareholders
they are entitled to trade as banks if they meet their obligations to the RBA, for instance, maintain their Prime Asset Ratio
beyond that and the RBA and Government are not legally entitled to tell them how to run a business owned by shareholders
it's called 'the market' and free enterprise
you shouldn't get too upset when your personal enterprise is no longer getting the 'freebies' out of rising share prices you play with
you got to take the good with the bad
another way to look at it - 'loss' is the price of success
