The MOU with HAB & JPR Privee, is a recent one. If there is substance to it, the economics of the combination of export/domestic-grade coal prices, must be good enough right now, even at today's lowball export prices, to justify the 4.5% rate offered.
Anyway, the bright spot with coal in SA right now, appears to have shifted to supplying domestic-grade coal for local consumption. Here, rail costs do not matter so much, and Eskom is starting to look desperate.
