it would need to be a shareholders special resolution. to put one forward you need either 100 shareholders or 5% of total capital. The resolution would need 75% of votes to pass. Obviously, it would not pass, but it would make a huge impact and may force the board into action and they may start to do something to unlock the value in the company for the shareholders. Having a vote on liquidation would raise a lot of questions as to why on earth are shareholders calling for this.
