I wasn't at the meeting but careful reading suggests that the first 356,555,332 votes were only the proxies, whereas the poll result of 418,983,138 includes both proxies and votes cast from the floor. They have gone to some detail in the final paragraph to explain a shift from proxies to votes from the floor - so it seems legit.
