The initial resolution 7 went to a count and it was defeated.
The chair made amendment to resolution to resolution 7 and on a show of hands it was a DRAW and the chairman went to a vote.
"Resolution 7 was tied on a show of hands and the Chairman elected not to use his casting vote and instead
called for a poll. After all valid proxies and valid votes from the floor had been counted the resolution was
carried."
To me it appears that someone was present at the meeting that had proxies of about 62,000,000 who didn't vote or was ineligable to vote on the first and then decided to provide their support for the second vote.
The vote by show of hands is the first concern I have as being a TIE. Can someone present indicate there was in fact a TIE at show of hands which then took it to a pole.
I will think this through further once some that had been present can shed some light.
