GCR have not announced anything for ages and probably should to keep market informed.
In relation to laying cables - Not sure what that means. But it certainly won't be for project development as they have to do miles of stuff before then.
They might be establishing a site office, whcih to me indicates that they would be getting even more confident of the future. But hey, who knows what they are doing - no announcements no knowledge!
