Clearly that IMN has not been acting in good faith and you cannot enter into negotiations with an entity who DOES NOT WANT to do what is necessary to be done on his part for the carrying out of the business.
Bearing in mind that for obvious reasons legal recourse should only be the last thing to be attempted, the only other option available imo is to try to force the other party to come to the table. And how can you do that in a country notorious for its endemic corruption? Please let us know.
