Now back to the question I asked - Why didn't they drill to suit water as an insurance.
Especially since - "not a material difference at all in cost"

It isn't 20/20 hindsight when it doesn't cost anything.

I'm pretty sure that being a westerner you would of heard of bore water and that it is fairly frequent in your parts.
