Couger's problem is the 2 benzene reading, which although less than the false lab result, and transient, passing over a week of testing, is above trigger levels nevertheless. That is the assertion of DERM, and it's acknowledged by the company. Notwithstanding arguments about the fitness of the water for consumption, or the appropriateness of the Department's conduct in announcing it, Cougar seem to have breached their environmental authority. Maybe if they were CSM, the government would have been more lenient. But they seem to be looking for a scapegoat, and Cougar have given them a reason to act. Good luck all holders.
