No one is going to walk away having done so much.If shougang pulled the pin which they wont some other entity would swoop very quickly.
Remember that this ore body even though it is magnetite contains one of the worlds richest deposites of iron and it is practically or very low on containaments(impurities).The chinese are desperate to secure there own supplies of iron ore... they wont walk away.
