I don't think a BFS about OPR and JHEP is supposed to be answering those questions. It's supposed to determine the feasibility of the project, ie determine its costs, its likely revenue and consequently its profitability.
It doesn't make recommendations on whether MMX should review its role in Oakajee. That's for MMX to decide after reviewing the BFS.
Likewise it doesn't tell MMX where to find its funding, or who it should sell down a stake to, or how to secure agreements with foundation customers. That is not its role!
What is supposed to happen is that MMX will use the results of this BFS to answer your questions over the coming months. The BFS is a prerequisite to begin answering them, it's not supposed to be the answer in itself.
