Youre talking about books that already existed before the Rcc was even an entity
The early christians and the jews existed long before there was a Rcc.
These writings already existed,its not as if they had anything to do with their content
And obviously by Pauls letter to the church at Rome ,Peter wasnt even mentioned in it if he was the leader of the church at Rome,and the entity that we call rcc today still didnt exist because the rcc came out of pagan Rome,the letter to the Romans was a different entity .

That rather depends on exactly how you define the Bible and exactly how you mean “Catholic”.

The standardization of the Bible obviously began long before that.

The first widely accepted canonization of the New Testament was created by Lucian in Syria during the fourth century. Athanasius of Egypt declared the final accepted canonization and this was accepted at the Council of Carthage.
As the western Church in Rome began to separate itself from the rest of the Roman Church, there were some minor disagreements over the Old Testament that emerged, leading to the Roman Catholic Bible later being slightly different from the Eastern Orthodox Bible.
The Bible was compiled by Pope St. Damasus I at the Council of Rome in A.D. 380 and the Council of Carthage in A.D. 392.
He put together the New Testament from the readings which were read at Mass, and the Old Testament from the Septuagint Bible - the Greek Bible that was translation of the Hebrew Bible into Greek, traditionally dated to the reign of Ptolemy II Philadelphus of Egypt (285-246 BC) for the library in Alexandria.

The Bible was not compiled by the Roman Catholic Church. By time Jesus came to earth the complete Hebrew Scriptures (Old Testament) was completed long before. So any claim to the cannon of those books was decided long before the Catholic Church was around.
The Christian Greek Scriptures (New Testament) was completed in 98ce.
The council of Nicea was in 325ce. And without personal examination of the Bible most do not realize that the Christian congregation had been established long before
The book of Acts shows that the Christian congregation was formed at Pentecost 33ce.
Acts 2:1 “Now while the day of the Festival of Pentecost was in progress, they were all together at the same place.”
Acts 2:41,42 “So those who gladly accepted his word were baptized, and on that day about 3,000 people were added. And they continued devoting themselves to the teaching of the apostles, to associating together, to the taking of meals, and to prayers.”
The Bible shows that issues were decided upon by bothers in the congregation; no Emperor involved.
Acts 15:1,2 “Now some men came down from Ju·deʹa and began to teach the brothers: “Unless you get circumcised according to the custom of Moses, you cannot be saved.” But after quite a bit of dissension and disputing by Paul and Barʹna·bas with them, it was arranged for Paul, Barʹna·bas, and some of the others to go up to the apostles and elders in Jerusalem regarding this issue.”

We see that the apostles and elders of the congregation in Jerusalem would listen to matters of doctrine, discuss them, and then arrive at a conclusion
Then they would send men out to the other congregations in other cities to inform them of the decision.
The book of Acts was completed in 61ce. That is long before the council of Nicea (325ce).
The book of Acts warns us of an Apostasy that was to come.
Acts 20:28–30
“Pay attention to yourselves and to all the flock, among which the holy spirit has appointed you overseers, to shepherd the congregation of God, which he purchased with the blood of his own Son. I know that after my going away oppressive wolves will enter in among you and will not treat the flock with tenderness, and from among you yourselves men will rise and speak twisted things to draw away the disciples after themselves.
And if the Catholic Church is the one that Jesus established in the Bible then why are the Catholic Churches expressions of faith absent from the Bible?
Expressions such as Trinity, Assumption of Mary, immortal soul, lent, novenas, penances, indulgences and veneration of Mary?
The Catholic Church is the official state sponsored religion of the Roman Empire that was known for persecuting Christians.
Ironically Constantine assembled the Council of Nicea to halt the dividing of the empire and it worked, somewhat, for a while.
But the end result was that the “Church” which used to be the persecuted, became the “Church” the Persecutors

If Peter was truly the First Pope then they would have never had that argument. And Jesus also told them something else that is very important to think about:

“But you, do not you be called Rabbi, for one is your Teacher, and all of you are brothers. Moreover, do not call anyone your father on earth, for one is your Father, the heavenly One. Neither be called leaders, for your Leader is one, the Christ. But the greatest one among you must be your minister. Whoever exalts himself will be humbled, and whoever humbles himself will be exalted.”
