You need to have held WEB shares prior to 3rd of April 2020 to be eligible for the Capital Raising @ 1.70 per share. After the capital raising you will likely see the share price fall to close if not below the $1.70 as most of the people who hold will likely take the profits.
For me I have topped up at $1.70 and will likely just hold for the long term. Yes its a extremely tough time at the moment for Webjet, but there will a time when this is all over and the business will be back to normal, i'm playing the patience game.
