You were entitled to a fixed number of shares based on your holding at the entitlement date. The Entitlement and Acceptance form which should have been mailed to you allowed you to apply for an additional number of shares at your discretion. However there were no guarantees that you would receive these additional shares and I quote:

"The Additional New Shares are subject to scale-back at Wesfarmers absolute discretion"

So you could have applied for additional shares by B-paying more money. The speculation on this thread has been around what the scaleback will be given the much greater support for the offer than we think WES had expected.
