You are describing circumstances where you have been granted access in the normal course of business. The circumstance with BCI is that they will have to gain specific permission to cross a specific asset with a huge cost were any damage to occur and is a special case, not the normal course of business. trust me such permission would not be granted by a major oil company without a huge insurance cover.
