It's a risk to be noted and mitigated appropriately.
Pipelines need to be dealt with cautiously and you should allow plenty of time to get the approvals. It is very rarely a shot stopper, and in this situation is likely to require some protection worst cast (concrete slab over the top with piles maybe). It happens on road and rail projects all the time, however those that deal with them know to allow plenty of time.
I haven't dealt with Santos or Chevron, but I have dealt with most major pipelines in Victoria. The common thread is that they want to understand late stage design first, and won't get in to specifics until a firm plan is locked away. The mine plan is quite clear that there is likely to be a road over the top of the pipeline and with the nature of mining machinery it's likely to need some protection. However if the pipeline is deep enough that there is no affect, then it's usually just an access license.
It does depend sometime on the age of the pipelines, and they may require BCI to re-coat the pipeline.
