What he is saying is that under the existing system, raising the rate to 70 isn't going to have the effect that the government hopes because older people will simply be on other welfare as they can't get jobs.
He's actually advocating reducing taxes to help create jobs and take people off welfare - but you apparently despise that idea! In this instance, YOU are the joke, FB.
